June is the best month and the busiest
FITS, the international theatre festival, holds the city for ten days in mid-June (2026: 19–28 June, its 33rd edition) — the outdoor programme is free, but hotels in the centre get pricier and fill up in advance. For the same weather without the festival crowds, the choice is early May or September, when temperatures are nearly identical.

Summer is also the wettest
July averages around 100 mm of rain, more than any other month; January and February are driest, at 25 mm each. That does not change a walk around the squares, but it changes day trips into the mountains — the Transfăgărășan at 2,000 metres is a different drive in the rain than the city is.
