For a night in Vršac, the centre below the tower is the place: the Town Square and the Bishop's Palace are about ten minutes on foot. Hotel Srbija is the only three-star hotel in the centre itself.
The centre, below the tower
Vršac has no districts in the sense a larger city does — everything worth seeing sits within about ten minutes' walk of the main square, with the tower on the hill above. Anyone staying the night picks the centre for one reason: everything else is further out, and none, all on foot.

Hotel Srbija
The town's only officially three-star hotel, in the centre. The hotel quotes room rates on request, by phone or email, so it pays to get in touch before setting off. Outside it, the offer is private apartments and rooms, without official star ratings.
What booking sites list as 'Hostel Centar Vršac' is actually four private rooms, not a dorm with bunk beds. A real hostel in town none.

Whether a night's stay is even needed
The tower, the palace, the park and the vineyards fit into one day, and about 1 h 30 from Belgrade by bus means Vršac is usually done as a weekend trip, not a destination to sleep in. A night here makes sense mainly when Deliblato Sands or Timișoara is added the next day.
