The promenade — flat, by the sea
Along Pet Danica, from the centre towards Meljine, the ground stays free of a single step, the only place in town where that holds. Staying here means the day starts and ends flat, though the town and the fortresses above still cost a climb, since the stairs there skip no address.

The upper town — stairs and a view
Above the old core, closer to the Španjola fortress. A room with a view over the bay here is paid for with a climb every time you leave or come back; the stairs are the only route, without exception. It makes sense for one or two nights for the view; for three days with luggage it wears thin.

Igalo — flatter, further from the centre
West of town, by the mud-therapy institute that has run since 1949. The ground is flatter here than in Herceg Novi itself, which makes it the area for a longer, quieter stay. The bed price is the same as anywhere in town, and the only trade-off is a longer trip to the fortresses and the old core.

What to check before you book
- The number of steps to the address matters more than the distance on a map. Two listings equally far from the centre can be a five-minute walk or a five-minute climb.
- Whether 'centre' actually means the upper town. Some listings count the centre by municipal boundary rather than the promenade, so check the exact street before booking.
- Transport to the beaches is not included. From all three areas, Žanjice and Mirište are reached only by the same boat from the harbour.
