Herceg Novi is not a town you cover flat. Day one holds the fortresses and the stairs in the town itself, day two goes by boat to beaches a car struggles to reach, and day three picks between the bay and Dubrovnik, since both want a full day. 3 days are enough for all three.
Fortresses, stairs and Savina Monastery in town
Forte Mare and Kanli Kula, two fortresses stacked above one another, a joint ticket €4 (groups of 10+: €3); 9–19 (from 15 Apr 2026), 9–17 (from 3 Nov 2026). In the evening the ramparts of Kanli Kula host concerts, with a view that reaches the far side of the bay.
A climb up the stairs to the upper town, several hundred of them; this is the everyday way to get around Herceg Novi.
Lunch in the old town, €11–18 for a main course.
A walk to Savina Monastery, two kilometres east of the centre; three churches sharing one courtyard, entry free, open outside service hours.
Back along the Pet Danica promenade by the sea, free, flat its whole length and the only such stretch in town.
The beaches do not fit this day. The town is dense and vertical; the sea wants its own day and a boat.

By boat to the beaches, Žanjice and Mirište
A boat from the harbour to Žanjice and Mirište, free (beach); boat €5 return, half an hour on the water and the only sensible way, since the shore in town itself is mostly concrete.
The beach until afternoon, on the real sand and shingle coves west of town, without the crowd on the town shore.
Back by boat, then a walk to Igalo, where the mud-therapy institute has run since 1949 as a business separate from tourism, free (to walk through) to walk through.
Dinner, €11–18 for a main course; grilled octopus or mussels buzara-style are the usual choice.
Come in February and this day is replaced by the Mimosa Festival; the street programme is free, and the sea is not the reason to be here.

The bay by boat, or Dubrovnik by bus
A full-day boat tour to Kotor, Perast and Our Lady of the Rocks, 4 h 30 – 5 h, priced €40.
For staying on the water without Kotor: the Blue Cave and Mamula island, also from Škver, €30 (children 6–11: €15).
Dinner back in Herceg Novi, €11–18 for a main course.
For Dubrovnik instead of the bay, there is a bus: 1 h 5 – 1 h 30 one way, priced €50–58 (2× one-way). It is a full day, and the border can add time.
