In summer the Upper Square is busiest just before noon, once the crowd gathers for the clock. The day's schedule itself doesn't change — the show is still only performance once daily, at noon — only how long you wait for a good spot does. Anyone who wants the square to themselves comes earlier and returns once the show ends and the crowd moves on.

Quiet, colder, nothing shuts because of it

The cathedral, museums and restaurants in the old core run through winter as usual. What changes is how long you stand outside — the squares offer no shelter, so lingering by the clock or the fountains calls for warmer clothes.
