The old town is dense and cobbled, so it fits into one day on foot; Zlatni Rt and the archipelago want a bike and a boat, and a day of their own that doesn't share the old town's lanes.

This plan splits Rovinj into two sides that rarely mix: day one is the old town on its peninsula, all on foot and dense enough to fill the day; day two is the town's green and blue side, Zlatni Rt by bike and the archipelago by boat. Mix them up and time goes on doubling back through lanes a bike cannot get through anyway.
The old town, from Grisia to the bell tower
Arrival via Pula airport (PUY): shuttle to Pula bus station + coach (Arriva), 1 h–1 h 30, one change for €13–16 (€6 shuttle + €7–10 coach).
A walk up Grisia, the street of workshops climbing to the church; free to walk (free).
St Euphemia's Church and Bell Tower at the top of the hill — the church is free, climbing the wooden staircase to the tower is free (bell tower €4), paid at the door.
Lunch in the old town, on the waterfront or in one of the lanes behind Marshal Tito Square.
The House of Batana, an ecomuseum devoted to the traditional flat-bottomed boat — €5, seasonal; e.g. Jun–Aug 10–13 and 19–23, Mar–Apr 10–16.
Dinner in the old town; tomorrow is a day for a bike and the sea, so there is no reason to sit late.

Zlatni Rt and the archipelago do not fit this day. The old town is dense and cobbled; the rest wants a bike and different shoes.

Zlatni Rt and the archipelago
A boat from the town quay to the archipelago — St Catherine and Red Island, €12 one-way (€24, 2× return); the morning sailing has the fewest crowds.
Back to town; bikes are rented in the old town itself or along the waterfront.
Zlatni Rt, the pine park south of town with paths along the shore; free to enter (free), swimming is off the rocks — water shoes are not an overreaction here.
Anyone with energy left continues by bike towards the Parenzana, the former railway towards Poreč; free access (free).
Back to town for dinner.
This day holds both the archipelago and Zlatni Rt, but shortens each. For a full loop to the Parenzana, leave the archipelago for another visit.
