At the Colosseum you choose between the underground and the upper tiers. At El Jem you do not — and that is the reason to see it even after Rome.
A Colosseum ticket is not an entry but a choice: the underground with the arena or the upper tiers, one or the other, each for an allocated time. At El Jem all of that is one ticket bought at the gate — the arena, the underground passages, all three tiers and the mosaic museum. If you have seen the Colosseum on a standard ticket, here you see what stayed closed to you in Rome.
What Rome sells separately
What El Jem gives on one ticket, Rome sells as — two tickets and two time slots. Every Colosseum ticket also covers the Forum and the Palatine and carries an allocated entry time; the underground and the upper tiers cannot go on the same ticket.
That price gap follows from the table above, but it is not the main point. The point is that in Rome you see the amphitheatre in parts, with an eye on the clock, while at El Jem you come up from the underground passages onto the arena and climb to the top tier in one visit, with no ticket missing a part.
What El Jem does not have
That one visit, though, does not cover the same scale. The Colosseum is 189 by 156 metres, its outer wall has four storeys, and estimates of its crowd start at fifty thousand; El Jem is 148 by 122 metres, with three tiers of arcades and room for thirty-five thousand. And it has no city around it: a Colosseum ticket also opens the Forum and the Palatine, so the amphitheatre reads as part of Rome, while at El Jem there is nowhere to go after the arena and the museum.
That gap in scale is what the choice comes down to: a monument inside a city, with the Forum and the Palatine beside it, or the whole amphitheatre — from the underground to the top — on a ticket bought on arrival.
